I checked on Comune di Milano website, I tried the procedure to apply for the residency (residenza) in Milan as I were a foreign EU student, it seems you can apply for it online 👍🏻

➡️  Here click on the red button at the bottom of the page, on the right, “START NEW REQUEST” (“Inizia nuova richiesta”).
You register with your email to the service and you can start to fill the form.

It’s new procedure, I’ve recently helped a French student to do it and he managed to get the residency.
I confirm you the the landlord and I are available for anything you may need to get the residency in your apartment in Milan 😊👍🏻

 

📌 Who needs to change his residency and set it in Milan?

With “residenza” we mean the “residency”: the “place where a person lives regularly or has their main house”.
Even if you are staying for just a few months in Milan, you need to apply for it if you are staying for more than 3 months and if you are an EU citizen.
For extra EU people it’s not requested to apply for the “residenza”, because they got the visa to enter in Italy and, once they arrive in Milan (within 8 days), they need to apply for the “Permesso di soggiorno” (permit of stay).
